Everyone's a critic

Ey, is that the council?... Aye I'll tell you what it is, it's about that bloody Angel...
Yeah, well, it doesn't do out does it....

I'm sure that's not how most phone calls to Gateshead Council's complaints department go, but the staff at Cultural Services do seem to have more complaints made against them, 179 at last count, than any other council department.
About two thirds of the complaints to the council's Community Based Services department, in which those cultured types can be found, are kicked out, so they must be pretty good at convincing folk the angel and the Baltic are worth the money.
